The highest noble rank in Terias is that of High Lord, and Lernan Alturien’s line is the only family that claims that title. The High Lord directly controls the province of Idlin that goes north of the Don River to the edge of the Than Steppes. The High Lord commands the personal loyalty of House Dunvegan and of the Church of Anvarol as well as that of a small number of landowners who might hold titles of court nobles but don’t own any great amount of land.
The most important positions in the daily administration of Terias are the Seneschal, the Castellan and the Commander of the Shields. The Castellan of Castle Doregan is Galar Danaroene, a wise asturian knight that has served the High Lord for the last five years. Despite not being a native of the region, Galar has done a thorough job, securing Terias defenses and ways of communications while working closely with Mandragor Dranh, the Commander of the Shields.
Mandragor is a fierce veteran of dolgan descent that did fight at Lernan’s side since the dawn of the High Lord fortune, when he traveled through Asturia as a mercenary leader. Today, Mandragor is the Commander of the Shields of Terias and holds considerable power in his own hands. In Terias his influence is second only to that of the Bishop Accolon Durienlar and to that of Lord Doeran of House Dunvegan.
The Seneschal of Terias is an old knight by the name of Michael Aduerlin. He is responsible for administering taxes and levying troops from the nobles who owe fealty to the High Lord. The Seneschal also oversees the work of the tax and custom agents. These bureaucrats ensure that the lords (Dunvegans etc…) responsible for collecting taxes are doing so in accordance with the High Lord's law. Agents of this service also collect tolls on Alturien's roads, tariffs and customs at the entry points and taxes on the sale of certain items and various license fees.
Beside House Alturien and House Dunvegan, another important force in the governing of Terias is the Church of Anvarol. The church has acquired many privately-owned properties over the last two generations under the wise ruling of the Bishop Accolon Durienlar. The will of the Bishop is today directly enforced in the province of Dhun where the church accumulated donations of land, money and goods from its many worshipers. Today the Church of Anvarol is the third largest landholder of Terias. On its own property the Church polices itself with templar soldiers - The Eyes of the Vigilant Militant Order lead by the Marshall Magnus Noemar - and handles issues of local justice through clerical courts [The Inquisition].
The Church's influence has continued to grow in recent years and the leaders of the Church are pressing for a freer hand in the administration of their estates. The High Lord has made a decree so that all claims to titles in Terias must be confirmed in service by the Bishop of Anvarol, so it is unwise for a lord to get on the church's bad side.
