Taxes may be levied at a variety of levels: the High Lord sets taxes to maintain his court and finance his army; provincial rulers like Lord Doeran Dunvegan and the Bishop Accolon Durienlar set taxes too, also to build roads, canals and so on; Town Constables and Magistrates set taxes to maintain the militia and town walls.
The list of things which can be taxed is endless – citizens pay tolls when they leave/enter a town or for the use of roads and river locks and merchants are taxed on merchandise sold. The nobles instead hardly pay any taxes at all and exemptions free even certain guilds from specific taxes.
